This is for Halloween, but I'm sure the same idea could be used to make snow. If the poster has a fence, they could even put some across the top....
The only thing I can think of is to get or make some fake (plastic or fiberglass} snow, and attach steaks to the bottom to secure it to the ground.

7586 This was the Santa table I did. I wish the runner had been longer, but this was the longest one I could get at the time.
The plates actually are black (not the most Christmassy, but it worked in person)and those are flame less candles that hadn't been turned on yet when I took the picture.
Chip and Dale are the salt and pepper shakers.

While I don't collect Hallmark ornaments myself, I do give them as gifts. I'm going to have to go out to one of the few remaining Hallmarks (They seem to be closing a lot of them) and check them out.
